Decentralisation Trajectories with Multiple Institutions: The Case of PIM Programme in India

building have assumed importance. This paper uses one such user group - water
users associations (WUA) set up under the participatory irrigation management
(PIM) programme to analyse the institutional dynamics at the local level.
