Starting with the crucial question of the need for such projects leads to the larger question of what constitutes development.
Another way at looking at water issues is instead of projecting demands and seeking supply side solutions this process could be reversed. We should take supplies as given and manage the demand. Much can be done. There are examples, very striking examples of local water management and social transformation.
