An Enquiry in to the Employment of the Organized Sector in India

The paper attempts to analyze the trends in the organized sector employment of India for the period 1961 to 2010. It is found that the organized employment is in the state of decline, exhibiting a downward trend throughout the period of analysis. The period of socialist growth (till mid 1980s) was more favourable for the public sector development than the private sector employment is found to be modest, whereas the employment in the private sector is low. The employment in the organized sector was expected to surge in the post-reform period; however the adoption of reforms has worsened its employment generation potential. the public sector exhibits poor performance in the post- reform era, while the employment creation capacity of the private sector has not enhanced to the level expected, inspite of its broad end scope. Within the industry groups, manufacturing if the worst performer in both the segments. The service sector, mainly finance and transport help generating substantial employment aftermath the reform. This holds true however in the case of private sector only and not the public sector. The analysed trends also imply an inclination towards informalisation and casualisation of employment, thereby signaling deterioration in its quality and productivity.
