Four Changes to Trade Rules to Facilitate Climate Change Action

The question that many papers adopt is what is the best strategy from trade perspective. However, this paper approaches the question from the climate change action point of view. The relevant question is: can trade rules be designed or facilitated in a way direct or indirect, economic or political-for climate change action without unduly damaging trade?
