Turning the Tide: Improving Water Resource Management in the Philippines

Water is arguably the most important natural resource and because it is scarce, its optimal usage and proper management must be ensured. Water governance in the Philippines, however, has become too complex with so many institutions involved, all with different hierarchical coverage, varied mandates and representing the interests of diverse constituencies. It is thus worthwhile to look at the proposed reform measures to improve the country’s regulatory and institutional frameworks for sustainable water resource management. [PB-11-03].
