This report narrates how the contract labour system ensures that hundreds of contract workers employed in different occupations in JNU – construction workers, safai karamcharis, library staff, mess workers, etc – are being denied even statutory minimum wage, which is in any case pegged too low (see box) and is nothing more than a ’subsistence’ wage. In addition, wherever one could examine their working conditions, they were found too absymal and devoid of the most basic requirements.
