Implementing the CEDAW Convention in Hong Kong: Gender Policy Analysis

applicable to the Hong Kong Special Administrative Region (HKSAR) since October 1996,
requires States parties to take steps to eliminate all forms of discrimination against women.
In this paper the author argues that the establishment of a “national machinery” in Hong
Kong and the adoption of gender policy analysis is critical to the effective implementation
of the Hong Kong Government’s obligations under the Convention. Specifically, the paper
describes gender policy analysis and the ways in which it could benefit women and
government macro-economic policy as a whole, and sets out recommendations to the
HKSAR Government of steps it could take to fully implement its international obligations
