The Open Budget Survey is the only independent and comparative measure of government budget practices, with its rigorous approach receiving substantial praise from international public finance experts. This report analyzes the third implementation of the Survey, which yielded four main findings: The overall state of budget transparency is poor. But the trend towards open budgets is positive.Budget engagement by the audit institutions and the legislature is typically weak stronger, more effective oversight institutions in these contexts.
