occasion of his visit to the Northeast last October has aroused great expectations in the Region. The
consequent appointment of a Commission to recommend measures to make good Infrastructural
and Basic Minimum Service Gaps and a Committee on stimulating Employment is seen as
indicative of serious intent to bring the Northeast on par with the rest of the country within the next
