Electronic filing System, Bureaucratic Efficiency and Public Service Delivery: Evidence from Bangladesh

Published By: The IGC on eSS | Published Date: May , 2017

A look into the effect of an e-Governance initiative in Bangladesh is on efficiency in the public sector. The electronic Filing (e-Filing) system was introduced to all the Deputy Commissioners' (DC) Offices in 2013. The e-filing system is an electronic file management system where a file in a soft form (or if it is received in hard form, it is transformed to a soft version) is processed and disposed of electronically. The major advantage of the system is that it provides a dashboard which allows the administrator (or whoever as access to) to track every file in the system. Since the head of the office, the DC and the Cabinet Division (the agency comprising of all the ministers and headed by the Prime Minister who also monitors the workings of the whole government including the DC office) has access to the dashboard, the increased monitoring can be expected to improve bureaucratic efficiency and public service delivery.
