Exasperated and often derisive voices lament the vacuous extension of the international agreement to reduce greenhouse gas emissions (the Kyoto Protocol), the pervasive uncertainties besetting funding for climate change efforts in developing countries and failures to heed increasingly clear scientific warnings.
