The issue of skill building has been at the forefront of policy debates in recent years. India can take advantage of its young workforce and hence the demographic dividend, only if the workforce possess relevant skills and is ready to seize the opportunities arising domestically as well as in the international arena. This study by the NCEUS presents a detailed analysis of the socio-economic characteristics of skilled and unskilled persons based on the latest set of data from the Sixty-first Round of the National Sample Survey in 2004-05, and puts forward a set of comprehensive recommendations for building a skill development and training system that explicitly focuses on the expansion of Vocational Education and Training (VET) for informal sector workers.
