U.S. - China Climate Deal : Maker or Breaker?

Recently, the U.S. and China signed a bilateral treaty according to which they would equalise green house emissions by 2030, followed by a gradual reduction in emissions. Not part of the treaty, India has been painted the bad boy in this matter. But what does this deal really mean for major players? Is it too soon for a green hurrah?
