Budgets: No Longer a State Secret in China?

Since 1999 the Chinese government implemented budget reform measures to streamline administrative processes. The government made considerable technical and process advances in just a few years, including separating revenue and expenditure records, unifying treasury collection and payment systems, and implementing new budget management methods. There is now a social consensus that budgets should be public documents. Many Chinese people, along with members of the media, have begun to pay attention to and got involved in discussions on budget issues.
