In accordance with the requirements of the Performance Monitoring and Evaluation System (PMES) of the Government of India, the Ministry is responsible for the development of a Ministry-specific Results Framework Document (RFD), which sets out the overall vision for the Ministry. Amongst the activities flowing from the RFD for 2010-11 is the development of an implementable Five-Year Strategic Plan (FYSP) for the period between 2011 and 2016 - a process which will contribute to the development of India's Twelfth Five-year Plan.
