The first relates to the basic principles that ought to govern the devolution of Central tax revenues, the inter-se distribution of the amounts devolved, and the principles of grants- in- aid, and the second relates to the rather precarious conditions of the finances of the government sector as a whole and those of the Centre and most of the States taken individually.
