Rebuilding China’s Social Safety Net: Why Governance Matters

China has adopted a wide-ranging program of pension reform since the late 1990s. The new pension system has replaced the pre-existing enterprise-based system. This paper analyzes the background of this reform, surveys the progress of China’s pension reform, describes its principal components, and assesses its achievements and weaknesses. It ends with some theoretical observations that attempt to link the effectiveness of critical economic reform efforts to a state’s governance, both in terms of capacity and incentive structure.
