Fiscal Policy Instruments and the Political Economy of Designing Programs to Reach the Poorest
Published By: The London School of Economics & Political Science | Published Date: January, 01 , 2009This paper examines the fiscal instruments available to different levels of government and their interactions to enhance the effectiveness of public policies for the poorest and hungry groups. Addressing the leakages associated with central funding and local implementation is based on the design of the programs incorporating competition for resources—both across jurisdictions and over time. This also involves moving budget processes towards greater orientation to results—together with mechanisms for intertemporal feedback in the allocation of resources in the future.
