Regulating Labour Recruitment to Prevent Human Trafficking and to Foster Fair Migration: Models, Challenges and Opportunities

This ILO paper highlights the relationship between inadequate mechanisms of recruitment and forced labour in its third Global Report on Forced Labour in 2009, stating that “there is growing awareness that many present-day arrangements for recruiting temporary workers display serious deficiencies. The paper emphasis that there is a global migration flow which is related to temporary, seasonal and circular migration, especially for low-skilled work in agriculture, manufacturing construction, domestic work and other services.
