Race and Equality: A Study of Ethnic Minorities in Hong Kong’s Education System

This report analyzes the key education-related issues raised in these interviews as well as available studies on the needs of ethnic minority communities, press reports, government reports and education policies, in light of Hong Kong’s international human rights obligations and developments in local and comparative equal opportunities law. Section II provides a general background of education policies affecting ethnic minority groups. Section III discusses the project’s methodology and summarizes the interviews. Section IV reviews relevant human rights standards applicable to Hong Kong and recent developments involving equal opportunities law in Europe and the UK.
