Reforms in water and sanitation sector intended to make stakeholders part of the implementation process. In the process beneficiaries share partial capital cost and meet 100 per cent of operation and maintenance cost by generating own revenue through user charges, which will reduce burden on exchequer. But, the experience shows that in most of the villages this approach has become a futile exercise.
